Project Overview

In Haiti, ResCare is the main implementing partner of CHF International for a workforce development program entitled KATA. The name stands for “Konbit Ak Tet Ansanm,” a phrase in Haitian Creole that evokes the principle of working together to achieve a common goal.

Funded by the United States Agency for International Development (USAID), the $90 million KATA program creates an enabling environment for Haitians to change their lives. The overall goal of the program is to increase social and political stability in Haiti through job training, job creation, and the rehabilitation or creation of a social and productive infrastructure. Efforts focus on five highly vulnerable areas in Haiti: Port au Prince, Gonaives, Cap Haitien, St. Marc, and Petit Goave.

ResCare’s central role in KATA is to lead workforce development efforts in five urban centers by linking training to employment. ResCare provides:

  • Training for entrepreneurs, community based organizations, and businesses, as well as for vocational school students, teachers, and administrators
  • Equipment, scholarship support, and technical assistance to all public and private partners
  • Career preparation, career development, career transition and post-employment support
  • Entrepreneurship support services

ResCare’s Workforce Gap Analysis:

A first step in a targeted implementation strategy, ResCare’s Workforce Gap Analysis (completed August 2007), identified the skills of the existing Haitian workforce and compared them with the skills demanded by the private sector. More than 550 Haitian workers, business leaders, and public officials were surveyed for the study. Those sectors identified as showing potential for growth include:

  • Food production, sales, and services (baking, restaurants, beverage production and distribution, etc.)
  • Construction (production and sale of materials, small or targeted jobs, contractors)
  • Repair/Infrastructure (plumbing, electricity)
  • Telecommunications
  • Commerce (formal and informal)
